When one thinks of fine dining destinations, Pristina, Kosovo, may not immediately come to mind. Yet that very assumption makes discoveries like “Top Restaurant” all the more rewarding.
Located just 20 minutes outside the city center in the luxurious Emerald Hotel, “Top Restaurant” occupies the crown floor of the building, offering an unexpected sanctuary of culinary excellence high above the vibrant streets of Kosovo’s capital. Under the skilled leadership of Executive Chef Përparim Babalija, this establishment is redefining fine dining in the region and doing so with remarkable grace.
Ambiance: Elevated Serenity with a Touch of Class
As I entered the restaurant, I was greeted by a serene, upscale interior that strikes a balance between modern sophistication and warm hospitality. The dining room exudes understated luxury, with comfortable seating and refined table settings. A particular highlight is the wind-protected outdoor terrace, which offers a relaxed yet exclusive atmosphere, ideal for warm evenings and sunset views.
Despite the remarkable setup, the restaurant was surprisingly quiet during my evening visit. While some might find this a drawback, I suspect this can be attributed to two factors: an early season visit and pricing that, while absolutely fair by Western standards, may be considered premium locally. Personally, I found the peacefulness only added to the exclusivity of the experience, almost like having a private chef’s table in the sky.
Service: Impeccable Attention Without Pretension
With fewer guests in attendance, the staff’s attentiveness was truly outstanding. From the very first moment, I was made to feel genuinely welcom, with a level of polish and professionalism that rivaled some of Europe’s better-known gourmet destinations.
Within minutes, my drinks order was taken and the menus gracefully presented. The server introduced each dish with knowledge and charm, providing recommendations without ever appearing pushy. Their coordination and timing were flawless throughout the evening.
Cuisine: Sophistication Meets Surprise
Now, to the heart of the evening: The food.
A generous bread basket, filled with warm, house-baked delicacies, was brought to the table as a prelude. Fresh, aromatic, and rustic in the best sense, the bread alone was a hint that this kitchen does not cut corners.

For the starter, I chose the Tuna Tartar topped with Caviar and it was nothing short of spectacular. Freshness, texture, and presentation merged into a harmonious composition that rivaled similar dishes served in Hamburg or Vienna. Paired with the homemade bread and a crisp glass of white wine, it was an instant highlight.

The main course, a perfectly grilled T-Bone steak, arrived accompanied by creamy spinach, golden pan-roasted potatoes, and a velvety red wine reduction. The steak was cooked precisely to order, juicy, flavorful and beautifully plated. The accompaniments were not afterthoughts, but carefully prepared elements that complemented the dish without overpowering it.

It’s also worth noting the wine list, which, according to the hotel, is the largest in the country and the sommelier’s recommendations did not disappoint.

My visit to Top Restaurant was nothing short of a culinary revelation. From service and setting to food and wine, every element was orchestrated with finesse. While the restaurant may still be a hidden gem to many and its slightly quiet atmosphere may reflect that, this only adds to its charm.
